One of the least respected branches of the government would have to be the IRS. The general public does not like this branch because it is where they have to pay their money into come tax season. Obviously, being the tax collecting agency is not going to make you very popular among the public as a whole. Regardless, taxes have to be paid. There are plenty who end up not being able to afford their tax payments when they come due in April. This is much the same as an installment agreement for any other type of debt that one might collect over time.
